Work package 1

Institutional analysis

This workpackage aims to gather information on state policies and practices towards unemployment. It will provide macro-level data allowing to ascertain the impact of the institutional context on the integration of young unemployed.

We will gather a systematic set of cross-national indicators using secondary sources such as policy documents concerning state measures to fight unemployment and social exclusion (e.g. governmental reports, legislation and jurisprudence). In addition, we will make a number of semi-structured interviews with key informants (civil members of the public administration working in state agencies dealing with unemployment, practitioners active in non-profit and civil society organizations). We will look at both the national and the local level. The data collection and analysis will be carried in each country based on common guidelines. The information thus gathered will first be summarized in national reports and then assembled in an integrated dataset allowing for cross-national comparative analyses. The institutional analysis will be linked to the individual survey and to the organizational survey by examining the impact of state policies and practices on the structure and density of the organizational networks as well as on the integration of the unemployed youth.
